What Exactly is a DXCC Country?

The Huang Yan Dao (Scarborough Reef) debate has once again focused attention on the question of what should be considered a DXCC Country. As many have noted, the modern definition of a DXCC Country is basically the result of sixty-five years of refining the original definition put forth by Clinton B. DeSoto, W1CBD, in 1935:

"Each discrete geographical or political entity is considered to be a country."

With permission from the ARRL, DeSoto's original article (October 1935 QST) and followup comments (December 1935 QST) are now available here on N4GN.com. This is highly suggested reading for all DXers!
